This course includes a basic overview of Federal OSHA standards with main emphasis on Cal/OSHA standards. Students will be coached through a jobsite inspection process from the opening conference to the closing conference. Working group sessions will study actual court cases highlighting preparation for a hearing, burden of proof, affirmative defenses and discovery.
What you'll learn
The overall objective of this course is to enable students to better prepare for workplace inspections conducted by OSHA and responding to citations issued.

Instructor:
Ursula Clemons-Heslip, J.D. Law Degree, B.S. in Business Administration
She has extensive legal experience as an enforcement litigator for various agencies such as SCIF, Department of Health Services, Department of Social Services and Department of Corporations. Guest lecturer for UC San Diego OSHA Extended Studies Laws and Regulations course 2015-2019. And she has attended various webinars presented by National Association of Hearing Officials, National Judicial College, Pepperdine Law, Safety Center Symposiums and others.
In 2021, Ursula was named the lead instructor for the Laws and Regulations course at UC San Diego Extended Studies Occupational Safety and Health Department. She also teaches Workers' Compensation for Safety Professionals and the OSHA Recordkeeping and Reporting course.
Since retiring, Ursula has participated as a panel member for the Daily Journal Judges’ COVID and Courts webinar. Between 2021 and 2023, she worked as an on-call consultant/instructor for Safety Center, Inc. and as Special Counsel for Ogletree Deakins Law Firm Workplace Safety Practice Group, providing client advice and participating in symposiums, webinars and stakeholder round table panels.
In addition to teaching for UC San Diego OTIEC, Ursula is the Case Decisions Editor for Cal-OSHA Reporter, a weekly publication. She provides an insider analysis of the ALJ's and Appeals Boards’ decisions summarizing how they arrived at their conclusions.
