The Office of the Dean of UC San Diego Division of Extended Studies works to create a dynamic learning environment in which students can maximize their academic, personal, and professional potential. We offer communication between the university and the communities we serve to provide bridge programs to a college experience, a vibrant workforce and personal enrichment. Our goal, consistent with the university's mission, is to support our communities by developing rigorous, engaging programs, educational and cultural activities that meet the needs of our creative community, industry partners and business pioneers.
UC San Diego Division of Extended Studies Leadership
Hugo Villar, Ph.D., MBA
DeanAs Dean of the University of California (UC) San Diego Division of Extended Studies, Hugo Villar oversees educational programs for non-matriculated students in areas as diverse as Arts and Languages, Engineering, Healthcare, Applied Math, Life Sciences, and Business. In addition, his office supports various service areas, including Corporate and Custom Programs, Innovation and Institutional Research, Instructional and Student Services, International and Precollegiate programs, and UCTV.
After a successful entrepreneurial career in the biopharmaceutical industry, where he held various senior-level positions at different companies in San Diego and the Bay Area, Dean Villar arrived at UC San Diego Division of Extended Studies in 2008. He focused on developing new programs that provide the necessary skills to maintain a vibrant workforce. Through this process, he discovered a passion for the challenges in higher education. He understood the importance of making available to the community the resources of the university to facilitate economic development through workforce training, ensuring healthy communities, and enriching the lives of individuals through a variety of experiences.
Dean Villar holds a Ph.D. in Chemistry from the Universidad Nacional de La Plata in Argentina and a Master's in Business Administration from the University of Colorado. He has published extensively on technological solutions to diverse problems in the life sciences at the interface between information technology, chemistry, and biology. This interest in using technology to improve processes and outcomes is now ingrained in his view that a balanced use of technology can be part of the solution to problems in higher education without neglecting the human interactions that enhance the individual experience. He holds multiple patents and peer-reviewed publications derived from his research.
Edward L Abeyta, PH.D.
Associate Dean for Education and Community OutreachEdward Abeyta, Ph.D., is Associate Dean at the University of California (UC) San Diego Division of Extended Studies, where he provides academic and administrative leadership across a broad portfolio that includes Education and Community Outreach, Pre-College, the Osher Lifelong Learning Institute, UCTV, and UC San Diego’s community-facing arts and cultural programs. His work centers on expanding educational access, strengthening university–community partnerships, and advancing innovative models of lifelong and life-wide learning.
Abeyta’s scholarship and professional practice explore the intersection of continuing education, workforce development, and social mobility. He is the author of "Reinventing Lifelong Learning: The Coming Renaissance of Continuing Education and Community Outreach," which examines the evolving role of universities in preparing individuals and communities for a rapidly changing economic and civic landscape. His writing emphasizes the need for responsive, inclusive, and future-focused educational systems that support learners across the lifespan.
During his tenure at UC San Diego, Abeyta has been instrumental in designing and scaling programs that foster college readiness, career technical education, adult and encore learning, and high-impact community engagement. He collaborates closely with faculty, campus leadership, regional school districts, nonprofit organizations, and industry partners to advance research-informed initiatives that bridge gaps in educational opportunity and extend the university’s public mission.
Abeyta holds a Ph.D. in Education and is recognized for his commitment to evidence-based practice, institutional stewardship, and transformational leadership. His ongoing efforts strengthen UC San Diego’s role as a catalyst for educational innovation, civic engagement, and lifelong learning throughout the San Diego region and beyond.
Laura Fandino, PH.D., J.D.
Chief Academic Officer & Director of Science and Sustainability ProgramsLaura Fandino directs the public-facing science and sustainability programs for the University of California (UC) San Diego Division of Extended Studies. She is a scientist and lawyer by training, receiving a Ph.D. in Marine Biology from Scripps Institution of Oceanography at UC San Diego and a J.D. from the University of Washington School of Law.
Fandino's scientific research primarily focused on the molecular ecology of bacteria associated with marine phytoplankton blooms. She has been published in the field of microbial ecology.
Patti Juza, M.A.
Associate Dean & Executive Director of International ProgramsPatricia Juza serves as the Associate Dean and Executive Director of Student Affairs and International Programs at the University of California (UC) San Diego Division of Extended Studies, where she oversees domestic and international student affairs and services, as well as the English Language Institute, international certificate programs, the University and Professional Studies program (non-degree credit program for international students), and custom international programs. She has more than 20 years of experience in international, continuing, and professional education.
Previously, Juza held leadership roles at the University of Colorado Boulder and the City University of New York. Her expertise includes program and curriculum development, pedagogy, assessment, online education, intercultural communication, accreditation, education and immigration policy, student success and support services, and student and faculty recruitment.
Juza is the former President of UCIEP (2017-2018) and the Vice President for Advocacy for EnglishUSA. She has served on several executive boards, including UCIEP, EnglishUSA, NAFSA Region X, and New York State TESOL. She earned her Bachelor of Arts in Government from Cornell University and Master of Arts in TESOL from Teachers College, Columbia University.
Morgan Appel, Ph.D., MBA
Assistant Dean for Teacher and Community EducationMorgan Appel is Assistant Dean for Teacher and Community Education (TCE) at University of California (UC) San Diego Division of Extended Studies, overseeing a diverse array of globally based programming for PK-post retirement, including opportunities for students, practitioners, administrators, parents, and community stakeholders in English and Spanish. He previously served as Director of Education Programs at UC Irvine’s Division of Continuing Education (DCE) following a research appointment at the Claire Trevor School of the Arts at UC Irvine.
With expertise in binational education transformation and policy, Appel has worked with a number of school districts, universities, and research institutes in the United States and Latin America to explore the impacts of change agentry across segments of education. Professional specialties include gifted and talented education; the neuroscience of teaching and learning; arts integration; expanded learning; parent and caregiver education; and organizational behavior in educational institutions. Beyond his current administrative appointment, Appel teaches a variety of courses at both UC San Diego and UC Irvine and is the host of Creative Conversations on the Education Channel at UCTV.
He serves on the boards of Reality Changers, Discovery STEAM Charter School (Chula Vista), as well as on the CEO Advisory Committee for Promises2Kids. In 2023, Appel was appointed as a volunteer lead educator for California by the Robert F. Kennedy Human Rights Organization.
Joshua Shapiro, Ph.D.
Chief Impact and Strategy OfficerJosh Shapiro is responsible for using data and research to improve the performance and opportunities of the University of California (UC) San Diego Division of Extended Studies. He assists with setting the division's future strategy by identifying and leading innovation and development initiatives.
Through his leadership with the division's Center for Research and Evaluation and Institutional Research, Shapiro leverages his academic interests in the workforce, economic development and jobs of the future to ensure alignment between courses, skills, and industry needs. Additionally, he has conducted a number of community-based research projects building indicators and dashboards to measure collective impact as well as working with non-profits throughout San Diego County to demonstrate social change.
Shapiro is deeply embedded in the Educational Technology community and continues to identify and deploy novel initiatives, including micro-credentials and stackable credentials, virtual reality classrooms and new delivery platforms to improve learning outcomes. Through his development role, he was instrumental in creating the first Income Share Agreement between UC San Diego Extended Studies and a Workforce Investment Board. He has been awarded $3.5M in grants and philanthropy for this initiative and gained local and national media attention for delivering an innovative program to serve underrepresented and unemployed individuals.
Shapiro has taught Research Methodology classes for UC San Diego and is trained in both Qualitative and Quantitative methodologies, with a specialization in labor market data. He holds a Ph.D. and M.A. in Sociology from UC San Diego and a B.A. in Social Thought and Analysis from Washington University in St. Louis.
Gurpreet Dhiman, MBA
Assistant Dean of Finance & AdministrationGurpreet Dhiman is the Assistant Dean of Finance & Administration for the University of California (UC) San Diego Division of Extended Studies. In his role, he provides leadership and oversight for a comprehensive administrative portfolio that includes finance, human resources, facilities, information technology, real estate, operations, and instructor services. Working in close partnership with campus and divisional leadership, Dhiman supports the division’s mission of expanding access to lifelong learning, professional education, and innovative academic programming.
Dhiman is responsible for advancing sound financial planning, effective resource stewardship, and compliant administrative practices that enable the Division to operate efficiently while remaining responsive to the evolving needs of learners, instructors, and industry partners. His work emphasizes alignment with UC policies and regulatory requirements, continuous process improvement, and the development of sustainable systems that support program growth and instructional excellence.
With a collaborative and service-oriented leadership approach, Dhiman works across functional areas to strengthen organizational effectiveness, enhance service delivery, and ensure that operational infrastructure keeps pace with the Division’s academic and strategic priorities. Through this work, Dhiman helps create an environment in which faculty, instructors, staff, and students can thrive in support of the division’s mission of serving as a catalyst for positive change by advancing global access, equity, social and economic mobility through educational enrichment across the lifespan.
Dhiman currently sits on several campus-wide governance committees, is a LEAD graduate through the San Diego Chamber of Commerce, serves as treasurer of the U Holding Company for UC San Diego Park & Market, and is an active member of the advisory council to the Associate Vice Chancellor for Finance & Administration for Academic Affairs. Dhiman holds an MBA from Western Governor’s University and a B.A. in Business Economics from UC Irvine.

Mary Walshok, Ph.D
Mary Walshok is a thought leader and subject-matter expert on aligning workforce development with regional economic growth. She has authored more than 100 articles, reports, and book chapters on regional innovation, workforce development and the role of research institutions in regional economies. As an industrial social scientist focused on the dynamics of regional economic development and transformation, Walshok has studied various communities across America. She has evaluated 13 WIRED regions funded by the U.S. Department of Labor, studied three innovative regions for a National Science Foundation-funded project and assessed one region's efforts to grow an industry for a Lilly Foundation-funded endeavor. As head of the continuing education and public programs arm of UC San Diego since 1981, Walshok oversees programs that educate more than 100,000 enrollees annually, which translates to more than 30,000 students in over 4,400 courses. Walshok has developed outreach efforts to help accelerate the San Diego region's economic vitality, grow the region's globally competitive talent pool and help college graduates transition to high-demand employment areas. She also helps provide access to a vast array of regional intellectual resources through the award-winning UCSD-TV and nationwide through UCTV. During her tenure, Walshok has played an active role in helping the University expand its local impact, national reputation and global reach. She is the recipient of numerous awards including the Kellogg Foundation's Leadership Fellowship and was inducted into Sweden's Royal Order of the Polar Star. She currently serves on the boards of San Diego CONNECT (which she helped found in 1985), the La Jolla Playhouse, the United States-Mexico Foundation for Science, the Institute of the Americas, the San Diego Opera and the Girard Foundation. A native of Palm Springs, California, she received her bachelor's degree in sociology from Pomona College in 1964, her master's degree in sociology in 1966 and her Ph.D. in sociology in 1969 from Indiana University. She has been a visiting professor at the Stockholm School of Economics for many years and in 2004 held an international appointment in the department of continuing education at Oxford University in England.

Martin Chamberlain, Ph.D
Martin Chamberlain (pictured on the left) was named assistant chancellor on July 14, 1969 and became director of UC San Diego Extended Studies (then Extension) in San Diego. Chamberlain joined the UC faculty in January 1966 after serving for two years as director of the Peace Corps in Tanzania, East Africa. Prior to that assignment he was Director of Continuing Education at the University of Washington, Seattle. A professional educator with broad academic and administrative experience, Chamberlain received a B.S. degree in mining engineering and geology from the University of Washington in 1936. The University of Chicago's Division of Social Sciences granted him a Ph.D. in 1960. Under Chamberlain's directorship, student enrollment in UC San Diego Extended Studies' courses in San Diego rose from 8,185 in 1966 to a record high of 13,365 students three years later. Chamberlain was a retired member of the U.S. Naval Reserve with the rank of captain. During World War II he served as commanding officer of the USS Earle and executive officer of the USS Parker. On April 16, 1970, Chamberlain's title changed to Dean of Extended Studies in order to better emphasize the academic role of the organization.
