OSHA 503 - Update for General Industry Outreach Trainers

This course is designed for Outreach Training Program trainers who have completed course #501 Trainer Course in Occupational Safety and Health Standards for General Industry and who are authorized trainers in the OSHA Outreach Training Program. The course provides an update on OSHA General Industry Standards, policies, and regulations. Upon course completion students will have the ability to demonstrate continued professional development in their field by applying effective adult learning principles and interactive training techniques to clearly identify, define, and explain general industry hazards and acceptable corrective measures as they continue to teach the 10- and 30-hour General Industry Outreach Training Program classes.

REQUIRED PREREQUISITES

OSHA 501 or OSHA 503 course within four (4) years

Beginning September 1, 2024, the VILT (Virtual Instructor Led Training) classes at the UC San Diego OTIEC are available to anyone who lives or works in the newly realigned OSHA San Francisco Region: Alaska, American Samoa, Arizona, California, Commonwealth of the Northern Mariana Islands, Guam, Hawaii, Idaho, Nevada, Oregon and Washington.

Additionally, if you are a current Outreach Trainer with UCSD, regardless of your residence, you are still eligible to attend a Trainer Update Course (OSHA 502, OSHA 503, OSHA 5402).

Mark Norton, MAOM, RSP,CSSM

Over 30 years of occupational safety and health experience, 24 of which were spent working for State OSHA in Arizona.

Mark started his safety and health career in 1979 when he joined the United States Coast Guard working as a Hospital Corpsman and Flight Medic, specializing as a Preventive Medicine Technician (safety & health specialist), until a work-related injury ended his military career.

Mark went on to complete a 26-year career with the State of Arizona’s OSHA program where he held positions as a Compliance officer in both Safety and Industrial Hygiene, Safety Consultant, Consultation Manager, VPP Coordinator, and Assistant Director. Mark left ADOSH to work as the Safety & Health Manager for a large water utility, eventually retiring from government service in 2012.

In addition to joining UCSD-OTI in 2012, Mark started a consulting company traveling the country as a consultant, speaker, and trainer, sharing the experience gained, and the lessons learned, from over 4 decades as an Occupational Safety & Health professional.

Mark holds a BS in Business Management and MA in Organizational Management and has published two books on the topic of safety and health management. Mark's work in the safety & health field has been recognized with such honors as the 2008 National VPPPA Chairman’s Award, the 2009 ASSE Southern Arizona Chapter "Safety Professional of the Year" and the Coast Guard Achievement Medal for his work in Occupational Safety & Health. His hobbies include camping, hunting, fishing, photography and traveling with his wife Kassie, and spending time with his children and grandchildren.

Ryan Martinez
From 2006 to 2010, Ryan served in the United States Marines where he deployed as a machine gunner to Fallujah, Iraq, and upon return was selected to lead 1st Maintenance Battalion as the Health and Safety Chief, where he was responsible for the safety and health of over 1,500 Marines, Sailors, and Civilians.

After leaving the service, he worked for multiple safety and health companies as a consultant, traveling the world interfacing with hundreds of clients and thousands of students, performing audits, inspections, training events, and developing resources for clients ranging from Disney, Genentech, AECOM, and P&G.

While working as a consultant, Ryan completed his MBA from the University of Southern California and specialized in corporate strategy and adult education.

In 2015, he founded Surge Consultant Group, which specializes in safety program development, training consultation, and plan review. A few notable clients include Netflix, Paramount Pictures, and the State of California.

He lives in Los Angeles, California.

John has instructed health and safety classes for over 15 years to a wide range of construction crafts all over the country.

John Marsden has been with the UC San Diego OSHA Training Institute Education Center since 2013. He teaches the Safety Leadership courses and OSHA standards and trainer courses.

John's career includes over 20 years as a union steamfitter. He worked mostly as HVAC assistant service manager for 3 different companies over 15 years. Additionally, John is a Nuclear trained Submarine qualified U.S. Navy veteran.

He taught for 20 years as an apprenticeship and journeyman for United Association District Council 16. He also instructed safety and health for United Association as a Master Safety Instructor. John is the owner and lead instructor of Marsden Master Safety Training.

John is a certified Construction Health and Safety Technician (CHST) and a Certified Instructional Trainer (CIT) as well as being a Certified Occupational Safety Specialist (COSS) and Certified Occupational Safety Manager (COSM). John is a NESHA Master Instructor and Master Safety Professional. He has held a California vocational state teaching credential.

Terri is an Acquisitions Professional Community member with Defense Acquisition Workforce Improvement Act (DAWIA) Level I certifications in Production, Quality and Management; LifeCycle Logistics; and Program Management; and a Level II certification in Production, Quality, and Management. He is a certified Lean Six Sigma Greenbelt. Additionally, Terri holds a Federal Communications Commission (FCC) General Radiotelephone Operator’s License with a Radar (SHIPS) endorsement; and is certified as a Department of Labor Journeyman Electronics Mechanic (Any Industry).

Terri holds professional BCSP safety certifications as a CSP, SMS, CIT, and OHST. Terri holds an IHMM CSMP credential, an NASP MSP credential, a Department of Navy NSP credential, and is an ASSP Safety Manager.

Terri holds a Doctoral degree in Educational Leadership and Development from the University of Southern California. He completed a Master of Aeronautical Science degree, a Bachelor of Science degree in Professional Aeronautics, and holds both undergraduate and graduate level certifications in Aviation Safety Management and Aeronautical Safety with Embry-Riddle Aeronautical University. Terri was an Adjunct Professor for Embry-Riddle, and teaches at the graduate and undergraduate level for requesting universities, as well as instructing in the OSHA Susan Harwood Grant Program. Terri instructs DoD safety courses such as the US Army Corps of Engineers EM-385-1-1 Safety and Health Requirements; OSHA 10 Hour and OSHA 30 Hour for General Industry; OSHA 10 Hour and OSHA 30 Hour for Construction Industry; and Maritime Industry Safety. Terri teaches for multiple organizations to include Building Industry of Hawaiʻi, and Hawaiʻi Electricians Training Fund (HETF).

Terri is an avid motorcycle enthusiast and a Motorcycle Safety Foundation Rider Coach since 2007; he also holds Advanced Motorcycle Safety Coach qualifications for California Superbike School and Lee Parks Total Control. He loves music and books, and enjoys trying new foods. He and his wife Ikuko reside in Ewa Beach, Hawaiʻi with their three dogs and six birds.
