Learning Objectives
Describe, analyze, and improve the structure of local public organizations.
- Understand the basics of budgeting and performance planning for a local public agency.
- Understand the legal and ethical obligations undertaken by public sector workers, along with analyzing selected contemporary issues facing government and enterprise.
- Analyze the history of personnel management in the public sector and understand critical labor and employment regulations.
- Learn effective leadership strategies to improve the productivity and effectiveness of their team members and analyze broad issues facing personnel management.
- Strategically plan personnel management performance and learn the importance of fostering positive working relationships with employee labor unions, especially in the public sector.
- Understand the theoretical tools of public finance, budget analysis, and deficit financing.
- Understand how tax systems are implemented in practice at the federal and state level, considering the impact of major fiscal events in California’s recent history.
