About the Community Leadership Program

Explore Program

This certificate is offered in partnership with the San Diego Taxpayers Educational Foundation and is directed to public officeholders, namely elected and appointed leaders.

The certificate program is strategically designed to empower public office holders with the skills to adeptly inquire and harness the rich experience and expertise of their staff. By mastering the art of effective questioning, participants elevate their capacity to confidently fulfill governance responsibilities while optimizing the value derived from their team's capabilities. The curriculum encompasses essential modules in enterprise management, personnel oversight, and public finance, ensuring a comprehensive and well-rounded education.

Participants will have the option to take two courses in one of two elective tracks: Housing and Education.

Describe, analyze, and improve the structure of local public organizations.

Understand the basics of budgeting and performance planning for a local public agency.
Understand the legal and ethical obligations undertaken by public sector workers, along with analyzing selected contemporary issues facing government and enterprise.
Analyze the history of personnel management in the public sector and understand critical labor and employment regulations.
Learn effective leadership strategies to improve the productivity and effectiveness of their team members and analyze broad issues facing personnel management.
Strategically plan personnel management performance and learn the importance of fostering positive working relationships with employee labor unions, especially in the public sector.
Understand the theoretical tools of public finance, budget analysis, and deficit financing.
Understand how tax systems are implemented in practice at the federal and state level, considering the impact of major fiscal events in California’s recent history.

Education Track

Analyze how principles of effective public management apply specifically to school bonds.
Define and recognize best practices that ensure school bonds are transparent and ethical.
Understand organizational partnerships and collaborations between the San Diego County Office of Education, School Districts, individual schools, teachers’ unions, and other related groups.
Learn about the role of political actors and distribution of political power in relation to education funding and standards.

Housing Track

Identify the key players and their roles in affordable housing development.
Understand the need for providing affordable housing.
Understand introductory concepts to housing financing.
Identify opportunities and questions to explore improvement.
