Joann C Hadfield

Bio

JoAnn has 30 years of experience focusing on CEQA and NEPA compliance services. She has been responsible for document preparation and processing for hundreds of projects, including rail and highway improvement projects, water/wastewater projects, big-box commercial developments, downtown redevelopment projects, a waste-by-rail “mega” landfill, a heap-leach gold mine, sensitive coastal and hillside development projects, and large-scale mixed-use communities. JoAnn is well versed in the entire environmental process, particularly project scoping, environmental documentation, public noticing and participation, and resource permitting. She has a working knowledge of and ongoing relationships with a myriad of federal, state, regional, and local agencies.

JoAnn’s experience also encompasses policy planning; site-specific, community, and regional land use planning; and entitlement and regulatory permit processing. Her public sector work has included the preparation of housing plans, transportation and air quality studies, and Local Coastal Plans, while her private sector experience has included specific plan preparation and general plan amendments, zone changes, conditional use permit entitlement processing, and coastal development permits. JoAnn’s experience includes coordination and processing of regulatory permits, including US Army Corps of Engineers Section 404 Permits, California Department of Fish and Game Streambed Alteration Permits, RWQCB Section 401 Water Quality Certifications, and National Pollutant Discharge Elimination System permits.
