Guaranteed Income: Protecting Equal Opportunity and Supporting Upward Mobility in the 21st Century

The idea of an income guarantee safety net is an
historical concept dating back to Thomas Paine in
1797 and Martin Luther King, Jr. and more recently
supported by welfare activist women such as
Johnnie Tollman and Ruby Duncan. These activist
leaders understood that economics is deeply
intertwined with social welfare and identified the
provision of basic benefits as a pathway to economic
opportunity. But how is the guaranteed income
(GI) movement working in the 21st century? Four
programs at Jewish Family Services in San Diego
are providing guaranteed income to local at-risk
populations. This lecture will discuss the individual
programs and the results.

Presenter: Khea Pollard is Director of the
Economic Mobility and Opportunity Division
at Jewish Family Services of San Diego, which
was responsible for the first guaranteed income
programs launched in San Diego County. This
division develops innovative programs that
address root causes of poverty and provide
pathways to economic security. Khea has a
background in public policy, a master’s Degree
in Nonprofit Leadership and Management from
University of San Diego and is a small business
owner.
